The Life and Times of Gay

All about my life — the ups, the downs, the in-betweens — and making sense of it all.

About my work

I am currently working at the Asian Disaster Preparedness Center in Bangkok, as an Information and Networking Coordinator.  I am actively involved in the implementation of the Program for Hydro-meteorological Disaster Mitigation in Secondary Cities in Asia (PROMISE).

Here is a link to a video of myself making a presentation on Gender and Disasters at a World Bank conference, dated June 2008: here (it only works on Internet Explorer).

Before joining ADPC in 2006, I was an Assistant Professor at the National College of Public Administration and Governance (UP-NCPAG), University of the Philippines. While teaching, I helped develop and was the lead person for pioneering Spatial Information Management specialization within the Masters in Public Administration curriculum. My research experience includes: (1) leading the e-government assessment study of four Philippine cities under the Governance study of the Philippine-APEC Study Center Network; (2) developing an approach to adopting geoinformation and GIS under the project Strengthening Local Authorities in Risk Management (SLARIM) with ITC (2004).

I have served as a consultant in the area of GIS Design. My clients included the Municipal Government of Candelaria, Amellar Solutions, the Philippine National Police, the Philippine Army, and Polistrat International. I was also the consultant for e-government to the League of Cities of the Philippines Liaison Officers Association.

I earned the following degrees: (1) a Masters with distinction in Geoinformation Management and Earth Observations from the International Institute for Geo-Information Science and Earth Observation (ITC), specializing in Urban Land Administration (2000); (2) a Masters in Public Administration from UP-NCPAG (1995), specializing in public policy analysis; and (3) a Bachelor of Arts in Psychology cum laude from the University of the Philippines (1991).
